On 4 August, a submission, closely resembling the draft, was put forward to the C in C recommending that a new HQ raiding forces should be formed from HQ ‘L’ Detachment and that it should be entirely separate from the SOE operation called ‘G R’. ‘L’ Detachment itself was to expand and have an administration section at Kabrit, amalgamating ‘L’ Detachment, the SBS and 1 SAS Regiment. There would be a separate parachute brigade but a Lieutenant Colonel Cator (late Scots Greys who had been in Eritrea with the Commandos and with ‘GR’ at Haifa) was to be CO Raiding Forces, working directly to a new GSO1 at GHQ and supported by a dedicated IO (Intelligence Officer).30

By 9 September, this proposal had been modified so that it came out with Stirling in place of Cator. The background papers and the brief from the CGS explained that Stirling was to occupy this key role. One can only surmise what had happened in between these two dates. The CO of 1 SAS Regiment, Colonel Graham, had suggested the same idea on 8 August. Stirling had been at it again with his social contacts. After some well-timed lobbying in the right quarters, and attendance at a dinner with the Prime Minister, who was visiting Saults and Alexander in Cairo, he managed a little ‘bending of his ear’. The next day he received a PM Private Secretary note dated 9 August.
